Implementation at 5 stations in Tripura
We are happy to share the Phase-II Implementation of RailWire Saathi Programme through BLKS, by launch of this programme at 5 Stations in Tripura.
Following RailWire Saathis are manning the Kiosks/Workstations.

DECLARATION AND UNDERTAKING
To,
Program Manager,

I,_____________ (Name of Saathi), represented by Shri _______(name of the person), authorised representative and RAILWIRE SAATHI, having been selected by Program Manager for “RailWire Sathi-A Digital Entrepreneur Program”, do hereby solemnly declare and undertake as follows:
A. That I am well aware and acknowledge that RailTel is the owner and in possession of the following assets/equipments:
1. RailWire Saathi Kiosk. (installed at identified Railway Stations)
2. Fan (installed in each kiosk)
3. Table & Chair (provided in each kiosk)
4. Tablet (1 per kiosk)
5. Printer (1 per kiosk)
and RailTel has agreed to provide above mentioned said assets/equipments , to the Program Manager for limited use and to facilitate the objectives of RailWire Sathi Program and the Program Manager has agreed to take full responsibility of the aforesaid properties and will return the same to RailTel after completion of the term of empanelment (if not extended).
B. That, the Program Manager is exclusively empanelled by RailTel to provide manpower support for the RailWire Saathi project of RailTel and monitoring of the same.
C. That, on pretext of this empanelment, no permanent or temporary jobs can be offered to RailWire Saathis in Indian Railways or RailTel Corporation of India Limited, as this is an entrepreneurship programme and they will be facilitated to earn through commission on the services that they will provide.
D. That I undertake that I have no authority to rent out the kiosk or any other aforementioned assets/ equipments or offer franchisee on the name of RailWire Saathi or any other such acts wherein the kiosk is used for any other purpose other than agreed terms. If any such case of disregard is identified, immediate action will be taken by Program Manager and my engagement may also be terminated along with necessary legal actions that needs to be taken by RailTel and Program Manager.
E. That I understand and acknowledge that if Program Manager is not satisfied by the services or if I am no more interested in this programme, these assets/ equipments will be returned and submitted to Program Manager Officials in working condition.
F. That the RailWire Saathi understand that the assets/ equipments handed over is property of RailTel and in case of breach of the terms of this undertaking, RailTel reserve its right to terminate the empanelment at its sole discretion and demand back peaceful handover of the assets/ equipments anytime without giving any notice to the Program Manager/Railwire Sathi.
G. That the RailWire Saathi will be responsible in case of damage/loss/mis-use/theft and other such conditions wherein the tablets and printers are undiscoverable. In such case RailWire Saathi understands that the necessary penalty may be charged by Program Manager.
H. That the cost of consumables like cartridges and papers will be borne by the respective RailWire Saathis deployed at the stations. The printer should always be equipped with cartridge and papers so that it is in usable condition and receipts can be printed for customers.
I. That the RailWire Saathi undertakes that RailWire Saathi will work with Program Manager in view of making this project successful and empower rural parts of the country and help local communities go digital.
J. That the RailWire Saathi undertake that mis-use of kiosk on terms of providing other services other than committed services in RailWire Saathi programme shall be considered as a breach on part of RailWire Saathi and Program Manager may take necessary action against RailWire Saathi in such case.
K. That the RailWire Saathi understands that the free Wi-Fi facility available on railway station will be used only for providing services of RailWire Saathi application and not like movie download, songs download or any such unauthorised acts of disregard.
L. That the Printers provided will only be used for printing of receipts through RailWire Saathi application and not be used for other unauthorized services like print, photocopies which will lead to any financial transactions. If found indulged in such acts, it may lead to removal from this program.
M. That Selling of objects/products is completely prohibited in RailWire Saathi kiosk on Railway premises and if found indulged in such acts, it may lead to removal from this program and necessary actions against RailWire Saathi will be taken by Program Manager.
N. That In case RailWire Saathi loses interest in this Program, RailWire Saathi will hand-over all properties back to Program Manager officials in working conditions.
O. That the RailWire Saathi will give full efforts for this program’s success and will provide all deliverables with wholehearted dedication.

We,_____________ (Name of the Entity), having registered office/ presently working from __________________(address of the Entity), being represented by Shri _______(name of the person), authorised representative and __________ (name of the post held in the entity), having been empanelled by RailTel as a Program Manager for “RailWire Sathi-A Digital Entrepreneur Program” (hereinafter referred to as “the Program Manager” which expression shall, unless it be repugnant to the subject or context thereof, include its successors and assignees) do hereby solemnly declare and undertake as follows:
A. That we are well aware and acknowledge that RailTel is the owner and in possession of the following assets/equipments:

That we are aware that aforementioned assets/ equipments will be handed over by RailTel to Program Managers and we will further distribute these assets/ equipments to RailWire Saathis identified at each station which are allotted to them upon necessary agreement (in terms of aforesaid assets/ equipments ) with the selected Saathis. We understand and acknowledge that after the completion of duration of agreement and non-extension of agreement by RailTel with Program Manager, these assets/ equipments will be returned and submitted to RailTel Officials in working condition irrespective of the fact that the agreement with Selected Saathis is still operational.
F. That the Program Manager understand that the assets/ equipments handed over is property of RailTel and in case of breach of the terms of this undertaking, RailTel reserve its right to terminate the empanelment at its sole discretion and demand back peaceful handover of the assets/ equipments anytime without giving any notice to the Project Manager/Railwire Sathi.
G. That the Program Manager will be responsible in case of damage/loss/mis-use/theft and other such conditions wherein the tablets and printers are undiscoverable. In such case Program Manager understands that the necessary penalty may be charged by RailTel. So, necessary agreements may be done by Program Managers with RailWire Saathis before handing over the IT hardware (tablets and printers) to RailWire Saathis.
H. That the cost of consumables like cartridges and papers will be borne by the respective RailWire Saathis deployed at the stations. The printer should always be equipped with cartridge and papers so that it is in usable condition and receipts can be printed for customers. The program Manager shall monitor that the printer is in the active and usable condition always.
I. That the Program Manager undertakes that Program Manager will work with RailTel in view of making this project successful and empower rural parts of the country and help local communities go digital. For this, Program Manager will do proper monitoring of RailWire Saathis on periodic basis.
J. That the Program Manager undertake that mis-use of kiosk on terms of providing other services other than committed services in RailWire Saathi project shall be considered as a breach on part of Program Manager and RailTel may take necessary action against Program Manager in such case.
K. That the Program Manager understands that the free Wi-Fi facility available on railway station will be used only for providing services of RailWire Saathi application and not like movie download, songs download or any such unauthorised acts of disregard.

In case any unauthorised activity or illegal activity is carried out in the Kiosk or by way of using the assets/ equipments by Project manager or by Railwire Saathi or by any other person, the Project Manager shall assume full responsibility for the same and shall indemnify and hold harmless to RailTel, its affiliates and its respective officers, employees and agents from and against any and all liabilities and losses incurred or suffered by any of them as a result of any such unauthorised activity or illegal activity. This shall be without prejudice to the rights of RailTel to terminate the empanelment of Project Manager.
AND make the aforesaid declaration for and on behalf of the Project Manager knowing fully well that on the faith thereof, RailTel has agreed to handover the assets/ equipments as aforesaid.

Introduction to RailWire Saathi Program
RailTel Corporation of India Ltd (RailTel) an ICT arm of Indian Railways has initiated in creating a Digital Entrepreneurship program known as “RailWire Saathi “aiming to build a sustainable way to create Wi-Fi hotspots at Railway Stations across India. Through the RailWire Saathi model unemployed youth can be trained and supported to set up a kiosk with high speed internet connectivity, Wi-Fi hotspot and provide a platform to provide an array of Digital services which will make the business sustainable and provide access to the community.
Access to e-Governance, credit facilities, identity services, tickets etc. are all available online and yet the population which actually transact online is very less specially in Rural areas. In India 390 Mn. people online but only 40% of users perform online transactions. Around 54 Mn. users stop online transactions after first trail. In Rural India, around 65% Internet users are non-users of online transactions and majority of non-users are from Rural India. This RailWire Saathi will promote the population to go “Digitally”, to perform online transactions and to avail maximum no. of Government services through online mode. They will assist in spreading the Digital Literacy mainly in Rural India. By providing the Digital services to the masses, RailWire Saathi will earn by providing Digital services to the masses. By this RailWire Saathi will be a self-sustainable model for Saathis and they will become “Digital Entrepreneurs”.
Women are ideal Digital Entrepreneurs as they are diligent, empathetic and approachable for all sections of rural communities. The ability to provide a variety of digital services to the community and earn a livelihood using modern technology will lead to women empowerment and community development besides providing a platform for upstream businesses and services to reach hinterland
The kiosks are designed to setup at Railway Stations because Railway stations are ideal because of the availability of power, high speed internet connectivity, central location and covered secure space.
The RailWire Saathis are trained to manage the services with remote hand-holding support by RailTel. A RailWire Saathi is expected to earn Rs 5000 to 15000 a month after an initial gestation period of 6-12 months depending on the population served and may increase as more services are enabled.
Indicative List of Services
1. Citizen services: Scheme Eligibility - Collecting the citizen personal / family profile and identifying all the eligible state and central schemes. This is 100% match - not approximate- against ALL the eligibility criteria mentioned in these schemes using RailWire’s AI based platform.
a. Document application - Applying for documents like Aadhaar, PAN etc. and managing the updates like change of address etc.
b. Scheme application - Applying for various schemes: Though the platform is capable of automatic form filling and pushing to the Govt. portals through APIs , most of the Govt. department portals do not support it. Platform assists in filling these fields, attaching the right kind of documents, exceptions in case of missing documents etc.
c. Financial Literacy- To create awareness to access and manage online accounts. Hand-holding towards electronic transactions. Support in accessing credits and managing repayments.
d. Wallet management - Private wallet for the VLEs which is linked to multiple services like automatic deduction, refilling, revenue splitting etc. and connected with various payment gateways.
e. Loan eligibility check - reviewing the citizen profile to match with the loan eligibility criteria of different MFIs. Actual loan disbursement and collection will be handled by the MFIs - this service only provides a screening and passing the eligible profiles to MFIs who will contact the citizen and take it forward.
f. Health screening - Screening of the citizens for specific health conditions based on any given protocols.
2. RailWire Wi-Fi services.
3. Assisted e-Commerce: There is an aspiration to avail the supply chain efficiencies in e-commerce, but online payments are a hurdle. RailWire Saathi can be the nodal point for ordering as well as delivery through the RailWire wallet arrangement with the app automating and tracking last mile transactions. Conversely rural producers can be assisted with market information and potential buyers.
4. Ticketing services: Rail and bus ticketing. All RailWire Saathi’s can be made Rail Ticketing agents including UTS ticketing and reduce pressure on counters
5. Utility bill payments.
6. Mobile ,DTH recharge, cable and MFI payments
7. Financial Inclusion ( banking correspondent)
8. Insurance
9. RailWire Kiosks can also become the extension counters for NIOS (National Institute of Open Schooling) and virtual skill development programs where a tablet café can be created especially power and shelter are available by GP.
Special Focus on Digital Payments can be achieved:
1. RailWire Saathi’s can be trained to evangelize digital payments and services of SBI and other PSU banks.
2. M-POS facility available on the Railwire Saathi platform can facilitate the utility of Rupay card in remote locations.
